Mohamed Farah Tahar Says Traditional Elders Are the Hardest Working in Somaliland HARGEISA, February 21, 2026 — Scholar and political analyst Mohamed Farah Tahar has stated that traditional elders are the most hardworking group in Somaliland, highlighting their crucial role in maintaining peace and stability within communities. Speaking to GovAfrika Journal today, Tahar explained that elders dedicate much of their time to resolving disputes, mediating clan disagreements, and strengthening unity among the people of Somaliland. He noted that although government institutions operate through formal systems, traditional elders work directly with communities at the grassroots level, often handling sensitive social and cultural matters. “The peace and stability we see in Somaliland today are strongly supported by the continuous efforts of traditional elders,” Tahar said. “They work tirelessly to prevent conflicts and preserve harmony among clans.” According to Tahar, elders play an essential role in applying customary law (Xeer), guiding reconciliation processes, and safeguarding cultural values that bind communities together. He concluded by emphasizing the importance of recognizing and supporting the work of traditional elders as a foundation for long-term peace and development in Somaliland.

Mohamed Farah Tahar

Hargeisa – Prominent scholar and political analyst Mohamed Farah Tahar has stated that traditional elders are the most hardworking and influential institution in Somaliland today.

Speaking in an interview with GovAfrika Journal, Tahar emphasized that clan elders continuously dedicate their time and energy to maintaining peace, resolving disputes, and strengthening social cohesion among Somaliland communities.

“Traditional elders are the backbone of our stability,” Tahar said. “They operate day and night to reconcile communities, prevent conflicts, and protect the unity of Somaliland society.”

According to Tahar, while government institutions carry formal authority, it is the elders who often handle the most sensitive grassroots responsibilities, including mediation, conflict resolution, and cultural preservation.

He further noted that without the commitment of the elders, many local disputes could escalate into larger conflicts. Their wisdom, neutrality, and deep understanding of customary law (Xeer) play a critical role in sustaining peace.

“If Somaliland enjoys peace and stability today, much of the credit belongs to the traditional elders who work tirelessly for their communities,” he added.

Tahar concluded by calling for stronger institutional recognition and support for elders, arguing that their contribution should be formally acknowledged within national governance frameworks.

An Analytical Perspective by Mohamed Farah Tahar

The Transition from Tribalism to Value-Based Institutional Governance In the intellectual framework of Mohamed Farah Tahar, the transition from tribal-based systems to institutional governance is more than just a political shift—it is a moral and economic liberation. While tribalism has acted as a historical "cancer," the emergence of a "Value-Based State" offers a cure that ensures dignity and prosperity for every African citizen. 1. The State as a Universal Protector Modern governance replaces the narrow safety of the "clan" with the broad security of the State. Institutional Equity: In a functional government, justice is not a commodity bought by lineage; it is a right guaranteed by the constitution. The Social Contract: When citizens pay taxes and receive quality healthcare and education in return, the bond of "Citizenship" becomes stronger than the bond of "Kinship." 2. Meritocracy: The Engine of Growth Mohamed Farah Tahar’s analysis highlights that Africa’s greatest resource is its human capital. Governance creates the environment where this capital can flourish: Skill-Based Leadership: By choosing leaders based on Competence + Integrity rather than Clan + Connection, nations unlock innovative solutions to complex problems. Competitive Advantage: A transparent government attracts global investment, creating jobs for the youth and integrating Africa into the global digital economy. 3. Transparency: The Digital Antidote The most positive trend in African governance today is the use of technology to eliminate corruption. E-Governance: Digital systems ensure that resources are tracked and services are delivered directly to the people. Accountability: Transparency acts as a "light" that shrinks the "shadows" where tribal favoritism once thrived. The Pillars of a Prosperous Africa

Trump’s "America First" 2.0: What it Means for African Trade and Security

HARGEISA, — G.A News As Donald Trump settles into his second term as the 47th President of the United States, his administration’s "America First" policy is already sending ripples across the global stage, with significant implications for the African continent. Trade and AGOA’s Future The return of Trump brings renewed scrutiny to trade agreements. Analysts at GovAfrika Journal are closely monitoring the future of the African Growth and Opportunity Act (AGOA). With Trump’s focus on reciprocal trade deals rather than broad aid packages, African nations may need to shift toward bilateral agreements that emphasize mutual economic gain. Geopolitical Competition The Trump administration is expected to intensify competition with China and Russia for influence in Africa’s emerging markets. For strategic regions like the Horn of Africa, this could mean a surge in private-sector investments from U.S. companies looking for alternatives to Chinese-led infrastructure projects. Security and Counter-Terrorism In terms of security, the "America First" approach suggests a more transactional relationship. While the U.S. remains a key partner in counter-terrorism, there is an expectation that regional powers must take a more prominent lead in frontline security operations. "The era of traditional aid is shifting toward an era of strategic partnership," says a senior analyst at GovAfrika. "Africa must prepare to present itself as a business destination, not just a development case."

Mohamed Farah Tahar: The Evolution of Cultural Leadership and its Impact on Somaliland’s State-Building

Mohamed Farah TaharA specialist in Public Administration and Politics, and a traditionalleader Author: Khalid Caqli Role: Independent Journalist & Political Analyst Date: December 21, 2025 Topic: Governance, Indigenous Leadership, and Social Cohesion 1. Abstract This analytical article examines the strategic role of Mohamed Farah Tahar in strengthening Somaliland’s social fabric through a modernized approach to cultural leadership. By synthesizing his recent contributions to national discourse (2025), the paper highlights how Tahar bridges the gap between traditional Somali Xeer (customary law) and modern democratic governance. The analysis focuses on his efforts to mitigate clan-based polarization, promote meritocracy, and leverage the global diaspora for institutional development. It posits that his vision offers a sustainable framework for peacebuilding and political stability in the Horn of Africa. 2. Introduction Somaliland’s political stability is rooted in its unique "Hybrid" system—a fusion of modern democratic institutions and traditional eldership. While this model has been the bedrock of peace for decades, the complexities of 21st-century governance—such as digital-age tribalism and the shifting roles of a globalized youth—demand a reimagined approach. Mohamed Farah Tahar has emerged as a critical voice in this transition, advocating for a cultural leadership that is not merely reactive to conflict, but proactive in state-building and national integration. 3. Peace as a Strategic National Asset In his analysis, “Peace is our Shared Precious Asset” (Hargeisa Press, 2025), Tahar elevates the concept of peace from the mere absence of conflict to a foundational economic and political asset. He argues that for a nation striving for international recognition, internal stability is its most powerful currency. Tahar’s discourse emphasizes that traditional leaders must evolve from being simple arbiters of clan disputes to becoming guardians of the rule of law and social justice. 4. Dismantling Tribalism: The "National Call" A central pillar of Tahar’s philosophy is the deconstruction of clan-centric narratives in favor of a unified national identity. In his December 2025 "National Call" (Baaq Qaran), he outlines three essential shifts for Somaliland’s progress: From Clan to Merit: The transition of political loyalty from sub-clan affiliation to a merit-based national service. Modernizing Customary Law: Integrating the Xeer system more closely with formal judicial institutions to prevent it from becoming a shield for impunity. Youth Civic Engagement: Empowering the younger generation to lead through a sense of shared citizenship rather than inherited tribal divisions. 5. The Diaspora: Exporting Progress, Not Polarization Recognizing the diaspora as a vital engine for development, Tahar highlights a critical challenge: the risk of the global community importing polarized clan politics into their host countries and back to the homeland. In Qaran News English (2025), he advocates for a "Unified Diaspora Front." His vision focuses on the transfer of "Intellectual Remittances"—bringing home global expertise in governance, technology, and health to build resilient state institutions. 6. Summary Analysis: The Modernized Leadership Model Strategic Pillar Traditional Role Tahar’s Vision for Modernity Conflict Mediation Local/Clan-based settlements Institutionalized national peace-building Identity Sub-clan loyalty and protection Meritocracy and national citizenship Diaspora Role Financial remittances to kin Strategic investment in national capacity 7. Conclusion The insights provided by Mohamed Farah Tahar offer a vital roadmap for African nations navigating the tensions between ethnic identity and modern statehood. His approach demonstrates that tradition is not an obstacle to democracy but can be its most stable anchor if modernized effectively. For Somaliland, the integration of these cultural values into the state-building process is essential for achieving long-term prosperity and global recognition.
